Job Summary:

As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Manager, Workforce Strategies, the Policy Analyst is accountable for identifying and analyzing health systems issues, recommending policy changes, obtaining policy information from a variety of sources and consulting with a range of partners and subject matter experts to support the development, implementation, and evaluation of policies related to workforce strategies and human resources for Provincial Health Services Authority (PHSA). Provides support to policy authors in response to emerging health system trends impacting the workforce. Leverages change management skills to enable leading practices, policy improvement and systems integration. Builds key partnerships with managers and directors throughout PHSA and colleagues in other health authorities across the Province.

Duties/Accountabilities:

  • Develops, implements and maintains PHSA workforce strategies and human resources policies, processes, education and evaluation processes. Researches healthcare industry policy leading practices throughout Canada and develops policy drafts and proposals for the Executive Leadership Team and Board of Directors for approval.

  • Undertakes policy development projects involving the necessary partners to review current-state processes and policies, analyze, and synthesize information. Provides advice, guidance, and education regarding PHSA policy framework and processes to support the development of policy projects in alignment with PHSA purpose, HHR strategies and organizational objectives. Coaches policy owners and relevant partners with respect to policy process and development and prioritization of the work in order to build organizational capacity and expertise.

  • Reviews existing workforce strategies and human resources policies throughout PHSA, and provides editorial and content recommendations in order to ensure alignment and consistency.

  • Assists policy owners in the development and implementation of strategies for effectively communicating organizational policies across the health authority.

  • Anticipates, identifies and analyzes emerging health system issues, policy requirements and trends, such as Ministry of Health communiques, legislation changes, reviews existing policies including making recommendations

  • Maintains resources on various policy development and planning methodologies including current policy inventories. Provides support for the development and maintenance of a departmental policy inventory system.

  • Liaises and meets with the PHSA Policy Office to ensure consistency with policy frameworks and processes.

  • Project manages in support of identified policy initiatives to achieve organizational objectives.

  • Provides consultative guidance and support as a subject matter expert to organizational committees, planning, operational and implementation groups.

Qualifications:

A level of education, training, and experience equivalent to a Master’s Degree in Public Policy/Administration, or a related field, and three (3) years of experience in public administration, planning, or program development in healthcare or social services.

Exceptional business writing and editorial abilities. Strong technical abilities to create and manage complex document filing, indexing and retrieval systems. Strong project management skills, including ability to engage and manage partners in a respectful, tactful and effective manner. Effectively utilizes creativity to develop, implement and evaluate innovative policy and related materials, taking into consideration the impact on healthcare outcomes. Effectively acts as a change agent for the introduction and implementation of innovative and creative ideas, tools, templates and processes. Demonstrates effective negotiation/mediation skills and/or the application of effective conflict negotiation/resolution skills to build consensus among groups. Exhibits excellent time management skills to prioritize and complete assignments and schedule activities.
